Congress

The National Coordination Council

The Chair

The political council


Congress is the supreme leadership body of the LU.
The Congress will:

  1. elect the National Coordinating Council and the Steering Committee;
  2. elect the President;
  3. adopt the Program and Statute of the LU;
  4. nominate a LU candidate for the position of President of the Republic of Moldova;
  5. adopts other decisions.

The ordinary Congress shall be convoked once in two years. The decision to convoke the Congress shall be adopted at least three months before the opening of its works and will be announced to all branches within one week. The extraordinary Congress will be convoked within one month through a decision of the National Coordination Council or at the request of branches, which are to represent 1/10 of LU members. The Congress shall be considered deliberative if 50%+1 of proposed delegates attend. The decisions of the Congress will be adopted with the majority of votes of nominated delegates. The Congress can be attended with the right to consultative vote the following:

  1. members of the National Coordination Council;
  2. chairs of branches, chairs of county branches;
  3. the prime-minister, when he/she is a member of the LU;
  4. county councilors;
  5. representatives of organizations that approve of the LU Program.

The National Coordination Council:

  1. elects the Secretary Responsible of the National Coordination Council;
  2. elects the deputy chairs of the LU;
  3. elects the executive secretary;
  4. elects the Political Council and the secretariat;
  5. recruits new members;
  6. approves the annual report of the Chair of the party;
  7. approves the outline of future activity of the National Coordination Council;
  8. approves the budget of the National Coordination Council;
  9. coordinates the activity of the Parliamentary faction of the LU;
  10. approves the candidates for parliamentary elections;
  11. adopts decisions on creating county branches and organizations, approves the decisions of conferences regarding the re-election of leadership bodies of county branches and organizations, approves the decisions of conferences regarding the re-election of leadership bodies of county branches and organizations;
  12. adopts decisions with regard to the organization of scientific, economic and other party organizations;
  13. approves the procedures of establishing county organizations, branches, primary branches, of accepting and excluding members, penalties, and record-keeping of members;
  14. creates, in order to carry out its functions, bodies and committees which it can delegate the necessary powers;
  15. nominates the editors of press organs of the LU;
  16. approves the strategy and tactics in elections, the composition of the electoral staff and the budget of electoral campaign;
  17. solves other issues unrelated to the prerogatives of the Congress.

The National Coordination Council is composed of:

  1. The Chair of the party;
  2. The deputy chair of the party;
  3. The leader of the parliamentary faction;
  4. The chairs of county organizations and branches;
  5. The leaders of women and youth branches;
  6. The members elected at the Congress or recruited through the decision of the National Coordination Council.

The Chair of the LU promotes the program of the party, directs the activity of the party as established in the internal party documents, and is responsible for the results of electoral campaigns held by the party.
The chair of the party:

  1. Directs the activity of the party through the leading bodies of the party;
  2. Convokes, and, as a rule, leads as established the meetings of the National Coordination Council, the Political Council and party secretariat;
  3. Informs the parliamentary faction of the political line of the party;
  4. Signs on behalf of the party agreements, contracts and other documents;
  5. Upon approval by the National Coordination Council of the electoral strategy and tactic and the LU candidates, designates the chair and the nominal composition of the electoral staff;
  6. Executes other functions that are not the competence of the National Coordination Council, the Political Council, or the secretariat of the party.

The political council:

  1. Develops the political doctrine of the party, the strategy and tactics in elections;
  2. Ensures the activity of the parliamentary faction;
  3. Develops the agenda and draft decisions of the meetings of the National Coordination Council;
  4. Adopts decisions with regard to the organization of press conferences;
  5. Fulfils other functions that are not in the competence of the National Coordination Council.

The Council is composed of:

  1. The Chair of the party;
  2. The Secretary Responsible of the National Coordination Council;
  3. The Executive Secretary;
  4. Members of the Political Council elected by the National Coordination Council.
