Congress is the supreme party governing body. It elects Party Chair, Supreme Political Council, Executive body, Censor and Control Commission and approves the party program and bylaws, as well as other resolutions. The Congress convenes once in two years, in exceptional cases mentioned below it is convened at the decision of the Supreme Political Council at the recommendation of 2/3 of the county councils.

Party Chairperson:

• Oversees party activity through the Supreme Political Council and Executive body;
• Chairs the sessions of the Supreme Political Council and Executive body;
• Coordinates the activity of county councils;
• Coordinates the activity of the party newspaper.

Supreme Political Council:

• Develops party strategies;
• Appoints members of the Executive body and its staff;
• Confirms the party Deputy Chairs;
• Elects the Editor in Chief of the party newspaper;
• Approves the party budget;
• Coordinates the activity of the party faction in parliament;
• Approves decisions on the establishment of county councils.
